Tolliver Rot Water Barkeep

Tolliver runs a popular establishment in the undercity, always willing to lend an ear to hear the woes of his patrons. After loosing his arm in the crossfire of a gang fight, he opted for the 'beer master' upgrade so he can pour people drinks wherever he goes! As you can imagine, he's a popular guy. Note: Tolliver is included with the Rot Water Bar Container Set.
